The positive effect of attracting foreign capital in Hungary

The sale of shares in existing Hungarian enterprises makes it possible to obtain funds in freely convertible currency, which can be used to repay part of the external debt, as well as to finance highly efficient investments in priority sectors of the national economy, retraining of retrenched personnel and other purposes, and in most cases the proceeds significantly exceed the book value of the facility. The aid, which was decided upon at a meeting of the leaders of the 7 leading capitalist states in Paris in July 1989, bore fruit, but the funds allocated by the OECD countries are mostly in the form of loans, and a number of Western participants in Operation FARE have so far limited themselves to political declarations of support for reforms in Eastern Europe. In addition, recent events in other Eastern European countries may, to a certain extent, distract attention and financial support from the West. Speaking to the Council of Europe, which unites 23 countries of the continent, the Chairman of the EU Commission, Jacques Delors, warned: "We should not give too much hope, because then it will lead to disappointment."
